India retains top spot

India has topped the list of countries that cut access to the internet for the fifth straight year, with 84 shutdowns in 2022.

103 countries resorted to cutting down internet access this year. Ukraine came second with 22 shutdowns, followed by Iran with 18 shutdowns.

Targeted oppression rises

133 shutdowns occurred alongside some form of violence. Governments are now targeting specific groups rather than a locality.

Internet rights advocates argue that cutting access to the internet violates freedom of expression and other fundamental human rights.

Governments must ensure that internet access is not restricted without a legitimate reason and that any restrictions are proportionate and necessary.
