The US government won't pay for Twitter Blue as it lacks person-level verification, making the blue check mark only for paid users. Currently, the White House's profile has a gray badge.

Koo, Twitter's rival in India, willnot charge users for a verifiedbadge, according to CEO Aprameya Radhakrishna. It is yet to be seen if celebrities will migrate from Twitter to Koo.
