'Completely unwarranted...': India on US court summons over Khalistani terrorist
The Ministry of External Affairs (MEA) has labeled a United States court's summons to the Indian government as "completely unwarranted." The summons were issued in response to a civil suit filed by Gurpatwant Singh Pannun, a Khalistani terrorist. Pannun alleges that there was a conspiracy to assassinate him. Foreign Secretary Vikram Misri addressed these allegations during a news briefing, stating that they had already taken action when these issues were first brought to their attention.
High-level committee engaged in Pannun's case
The US District Court for the Southern District of New York issued the summons, naming the Government of India, National Security Advisor Ajit Doval, former R&AW chief Samant Goel, R&AW agent Vikram Yadav and Indian businessman Nikhil Gupta. The court has sought a response within 21 days. Gupta is currently incarcerated in a New York jail on charges related to a murder-for-hire plot. Misri confirmed that a high-level committee is actively engaged in this matter.
Pannun's background and India's response
Misri also drew attention to Pannun's background, stating that his "antecedent is well-known" and he is associated with an unlawful organization. Pannun leads the radical Sikhs for Justice group, known for its inflammatory speeches and threats against Indian leaders and institutions. He was officially designated as a terrorist by New Delhi in 2020.
US confirmation of assassination plot
In November, the Financial Times reported that a plot to assassinate Pannun, who holds dual citizenship in the US and Canada, was foiled by American authorities. This report was later confirmed by officials from the Joe Biden administration. The MEA expressed concern over this case and emphasized that India has initiated a high-level investigation into these allegations.
India's investigation and impact on bilateral ties
External Affairs Minister Dr. S Jaishankar confirmed in May that India is investigating the matter. However, he emphasized that this would not affect the "upward trajectory" of India-US relations. US Ambassador to India Eric Garcetti echoed these sentiments, assuring that this issue will not impact bilateral ties between the two nations.
Pannun's lawsuit and alleged assassination plot
Pannun's lawsuit seeks financial compensation for assault and extreme emotional distress, claiming his life remains in danger. The lawsuit alleges that Yadav was hired by Gupta to orchestrate a murder attempt on Pannun, which was greenlit by Goel and Doval. The alleged plot was reportedly thwarted because the hitmen were undercover US agents. While the complaint suggests Prime Minister Narendra Modi was aware of this plot, he is not included in the lawsuit due to diplomatic immunity.
