BCCI plans changes in constitutional amendments, Lodha reforms under threat
The Board of Control for Cricket in India (BCCI) is seemingly getting back on track, especially following the election of the new president, Sourav Ganguly. Ganguly, who had said that he was looking to revolutionize the board, might have taken another shot, as a number of new constitutional amendments were proposed for the Annual General Meeting (AGM) on December 1. BCCI looks to take Supreme Court out of the equation
As far as amending the constitution is concerned, until now, the Supreme Court had the final call before the amendment could kick in. However, BCCI believes that it is not a practical option every time. As a result, it has proposed that the constitution could be "repealed, added to, amended or altered" by the three-fourth majority of the general body, with no SC role.
Proposal to dilute the cooling-off period
The cooling-off period is also one of the issues that has been troubling the BCCI. As per current law, the president or secretary cannot be in charge for more than six years and have to go on a mandatory three-year cooling-off period. As BCCI feels it deprives the board of experienced candidates for the post, extending it to two consecutive terms has been proposed.
BCCI secretary should have more power at hand
Until now, the job of the secretary was to note the minutes of any BCCI meeting and hand over the work regarding the matter to the joint-secretary. However, the BCCI feels that it curbs the secretary of powers and has proposed that "the management personnel, the staff, and the CEO shall work under the direct supervision, control, and direction of the secretary."
Secretary should be the key man for apex council
As of now, the nine-member apex council was in charge of supervising the job done by the CEO and other cricket committees of the board. However, the BCCI feels that the secretary should be the key man for the council and has proposed that the council oversees the functioning of the same through the secretary, who would also have the power to take action.
Office bearers to take call on daily happenings of BCCI
As per the current constitution, the CEO is originally tasked with the job to oversee the daily happenings in the BCCI. However, the board has proposed that while the CEO could carry out BCCI's daily administration, the power to take the final call shall reside "under the direct supervision, direction and control of the respective office bearers".
