Mumbai University: Law, teachers-training students oppose NOC to switch colleges
Students pursuing Mumbai University's law and teachers' training courses are opposing a new rule that has put them in a fix. Three and five-year LLB, BEd, MEd, BPEd, and MPEd students would need no objection certificates (NOC) from their colleges for switching to another during mid-course. Current colleges refuse to issue NOCs
Students are complaining that their current institutes have refused to issue NOCs until they cancel their original enrollments. Students do not want to take the risk of canceling their current enrollment as they would be in trouble if the other college denies admission. Principal of Mumbai's New Law College, Narayan Rajadhyaksha, said several colleges aren't issuing NOCs as they don't want vacant seats.
College transfer impossible: A Law student
Ashutosh Paibhale, a student at Government Law College, stated: "If a student wants a transfer, he'll have to cancel his enrollment and if he doesn't get admission to any other college he'll be left in the lurch. This policy has effectively made college transfer impossible."
Original enrollment remains intact: Mumbai University official
A Common Entrance Test cell official stated, "NOC simply affirms that a student has cleared all the examinations and has paid all the dues to the college and that the college has no objections if the student wants to leave." He said until students are admitted to new colleges their original enrollment remains intact. Colleges cannot insist on cancellation of original enrollment for NOCs.
