Bhendi Bazaar Collapse: How 21-year-old's call fetched rescue teams

As the building crumbled, Ali soon dialed "100"; the police asked for his address and passed on the details to the fire brigade. After being trapped for three hours on the ground floor, the rescue teams pulled him out of the debris.
Why was the collapsed building not on dilapidated list?
The building at Bhendi Bazaar that collapsed was reportedly issued two warnings by the Maharashtra Housing and Area Development Authority (MHADA) in 2011 before it was declared dilapidated. Strangely, however, the building never appeared on the list of dilapidated buildings of MHADA or BMC.
