IAS officers may be scored on attitudes towards weaker sections
The appraisal system of IAS officers might soon undergo a major change. For one, those at the topmost levels will be assessed on their attitude towards weaker sections in the society. In another change which applies to all bureaucrats, they will now be assessed on their "integrity." Proposals for changes in draft appraisal forms have been forwarded by the personnel ministry to chief secretaries, inviting feedback.
The ministry has proposed these new rules for assessment
The proposal has been sent in two forms - one for all IAS officers except secretaries and additional secretaries, and the second for the latter group. The ministry has suggested assessing IAS officers on a variety of qualities, including their ability to take timely decisions, ownership of responsibilities, innovation and team leadership. All bureaucrats will have to mention at least four domain assignments.
Form One vs Form Two
Some differences in Form One and Form Two include assessment of 'integrity': while Form One officers will be assessed on their integrity in general, those with Form Two will be tested both in financial and moral integrity. Barring people in top posts, all others will have to send in updated CVs, including details of additional qualification acquired, training programs attended, special assignments undertaken and more.
Feedback invited till June 28
The proposals have been sent for feedback. If the personnel ministry receives no reply by June 28, "it will be presumed that the state government has no objection to the proposed amendments", the Center's communique said. There are roughly 5,000 IAS officers posted across the country.
