The incident took place on Thursday afternoon when the woman had taken her dog for a stroll. The woman noticed a man staring at her and after a while he began masturbating. She began screaming but the man drove off in his car. Thereby, the woman clicked pictures of the car and gave it to the police who eventually traced the man.
Registration number of the car helped trace the man: Police
Deputy Commissioner of Police, South-East Romil Baaniya said that they traced the vehicle owner with the help of the car's registration number which was registered in the name of Anil Kumar Gupta. Gupta further revealed that he had sold his car to someone in Haryana. Police officers then reached the place and tracked down the accused, identified as Tarun and arrested him.
"We see her as a hero, not a victim": Police
Lauding the German woman's efforts, DCP Baaniya said that in this case the woman was not a victim but a hero since she was brave enough to come forward and speak for herself. Baaniya further responded saying that more such girls were needed who knew how to speak and stand up for themselves. A case under section 294 and 509 has been registered.
Masturbating publicly has become common

In another case, a 56-year-old man at the IGI airport in Delhi made 'lewd gestures' at a woman while they were on a flight from Hyderabad.
Is masturbation a crime in India?
