Bhopal bans begging in public places; CCTVs to monitor enforcement
What's the story
Bhopal has officially banned begging in public places under its district limits.
The order was passed on Monday by District Collector Kaushelendra Vikram Singh, under Section 163 of Bharatiya Nyaya Sanhita (BNS).
The new rule makes it illegal to give charity or buy goods from beggars.
To enforce the ban, CCTV cameras will be installed at public places like markets, rotaries, traffic signals, and places of worship.
Motivation
Ban on begging aims to curb traffic congestion, crime
The ban on begging was driven by worries about traffic congestion and crime related to the practice.
The order stated that "Individuals engaging in begging, either alone or with their families, not only violate government directives aimed at curbing the practice but also disrupt public movement and traffic."
According to the administration, many beggars come from other states and cities, with some even having a criminal record.
Rehabilitation
Beggars to be relocated, legal action against violators
As part of the new regulation, beggars will be shifted to a shelter house in Kolar near the Community Health Centre.
This move is akin to Indore's ban on begging introduced earlier.
The order further cautions, "Legal action will be taken against the person who gives anything in the form of alms to beggars or buys any goods from them."
Those violating the ban could face legal action under relevant laws.
