Bihar: 13-year-old commits suicide after father rapes her; man arrested

A 13-year-old girl hung herself to death at her home in Bihar's West Champaran district on Thursday after being allegedly raped by her father.
On the basis of her mother's FIR at the Majhaulia police station, the 30-year-old father was arrested on Friday, reports PTI.
Notably, the Modi Cabinet on Saturday cleared the ordinance seeking death penalty for those raping children under 12.
Backstory
Village panchayat 'rebuked' man over raping daughter
The girl's mother had reported the matter to the village panchayat a week ago. A meeting was held and the father was rebuked.
However, seeing no justice done, the girl reportedly lost her mental calm and fled the village on Wednesday. But she was soon found and brought back by her family members. She then chose to kill herself.

India to now have national database of sex offenders
Meanwhile, the new ordinance to amend the POCSO Act was passed on Saturday in the wake of massive nationwide outcry over the Kathua and Surat rape cases.
Along with awarding death penalty to child rapists, India will now have a national database of sex offenders and new fast track courts to ensure the investigation and trial in each case is completed within two months.
