According to a Baltimore County Police report, a 2012 Chevrolet cargo van was traveling north on Interstate 83 near the junction with Joppa Road. The driver shifted into the left lane to evade a tow truck stopped in the right lane. Meanwhile, Waters, traveling west on Joppa Road, proceeded through a green light while the van driver ran a red traffic signal, leading to the collision. Police reported that both vehicles were disabled as a result.
