All the new rates are applicable retrospectively from 1 January, the circular added.
Here's more.

What are the price hikes in different categories?
The refundable mess security is increased to Rs. 4,500 from Rs. 2,700.
The establishment charges per semester were fixed at Rs. 1,100 from Rs. 550.
While the annual crockery/utensils fees increased to Rs. 200 from Rs. 50, the newspapers' rate (annual) was revised to Rs. 50 from Rs. 15.

Offensive
The circular is obnoxious: Former JNUSU general secretary
"An obnoxious circular is being issued by JNU administration with retrospective effect," said former JNUSU general secretary Satarupa Chakraborty.
She expressed shock that the JNU's administration is not leaving a single stone unturned to attack students' livelihood.
"A university which was a place for students, particularly for the deprived sections, is becoming a place for subsequent alienation of thousands of students," added Chakraborty.
