Is Delhi Government running the show with half strength?
In what might have a huge impact on governance, an average of 50% posts are lying vacant in the Delhi Government, with the law department registering maximum vacancies at 87%, says a report. Transport and Women and Child Development are other key branches of the Delhi government having over 60% vacancies. The PWD, responsible for developing and maintaining infrastructural projects, has 40% staff shortage.
Will AAP make this its political ammo?
The report, compiled by LG Anil Baijal for determining 'performance', is an assessment of the governance challenge Delhi is facing. After the Delhi HC ruled that LG is in charge of 'services', AAP expressed its helplessness in cases of appointments. So this might be AAP's latest political ammo, but in reality filling up of these posts is the responsibility of Delhi Government-run DSSSB.
Close to 50% teacher posts lying vacant still
Ever since the 2016 HC order, AAP government has been arguing about LG's hold on service-related matters including DSSSB. In this context, they have also written to LG saying that filling up of vacancies thus becomes his responsibility. Even 66,128 teachers' posts are not yet filled up, though the AAP government claims to have made education its top priority.
'Unusually large number of vacancies' cited for poor outcome budget
In the outcome budget tabled in 2017-18, many departments have not been able to achieve the projected result. The 'unusually large number of vacancies in all departments' might be one of the main reasons, say sources in the political brass.
